Di Hungary terdapat program penggunaan semula wang yang agak unik. Wang lama yang sudah rosak akan dikumpul Bank Negara Hungary sebelum dimusnahkan menjadi kertas sekerap. Bongkah wang lama ini kemudian diserahkan ke rumah-rumah anak yatim sekitar Budapest untuk dijadikan bahan bakan pedandang ketika musim sejuk. Setiap tahun setiap rumah anak yatim akan menerima antara 20-30 tan bongkah wang kertas lama untuk dibakar. Weird eh?

For a decade I have been urging my subscribers to move into gold — either physical bullion or other wise. Now I am at it again: PLEASE MOVE INTO GOLD. Those who think gold has lapsed into a bear market simply do not know what they are talking about. Gold has simply been correcting in an on-going bull market.

This is a time when almost every central bank in the world is grinding out paper currency, grinding it out by the car-load. This is a time when people are searching for safety. People are frightened and confused. Where is the land of safety?

There is only one safe asset on the planet: that safe asset is gold. Uninformed people believe gold is just a commodity. Wrong, gold is absolute money. Gold alone is the world’s only completely safe currency. Gold has no counter-party against it, and no central bank has ever found a way to create gold.

The fact is that gold can only be produced by the sweat, ingenuity, and capitalization of men.

Mass S&P downgrade as Greek debt impasse hit euro zone

BERLIN/ATHENS (Reuters): Standard & Poor's downgraded the credit ratings of nine euro zone countries, stripping France and Austria of their coveted triple-A status but not EU paymaster Germany, in a Black Friday 13th for the troubled single currency area.

"Today's rating actions are primarily driven by our assessment that the policy initiatives that have been taken by European policymakers in recent weeks may be insufficient to fully address ongoing systemic stresses in the eurozone," the U.S.-based ratings agency said in a statement.

In a potentially more ominous setback, negotiations on a debt swap by private creditors seen as crucial to avert a Greek default that would rock Europe and the world economy broke up without agreement in Athens, although officials said more talks are likely next week.

If Greece cannot persuade banks and insurers to accept voluntary losses on their bond holdings, a second international rescue package for the euro zone's most heavily indebted state will unravel, raising the prospect of bankruptcy in late March, when it has to redeem 14.4 billion euros in maturing debt.

S&P cut the ratings of Italy, Spain, Portugal and Cyprus by two notches and the standings of France, Austria, Malta, Slovakia and Slovenia by one notch each.

The move puts highly indebted Italy on the same BBB+ level as Kazakhstan and pushes Portugal into junk status.

It put 14 euro zone states on negative outlook for a possible further downgrade, including France, Austria, and still triple-A rated Finland, the Netherlands and Luxembourg.

Germany was the only country to emerge totally unscathed with its triple-A rating and a stable outlook.

French Finance Minister Francois Baroin, speaking after an emergency meeting with President Nicolas Sarkozy, played down the impact of Europe's second biggest economy being downgraded to AA+ for the first time since 1975.

"This is not a catastrophe. It's an excellent rating. But it's not good news," Baroin told France 2 television, saying the government would not respond with further austerity measures.

The euro fell by more than a cent to $1.2650 on the news. European stocks, which had been up on the day, turned negative but reaction to the widely anticipated news was moderate. Safe-haven German 10-year bond futures rose to a new record high while the risk premium investors charge on French, Spanish, Italian and Belgian debt widened.

Euro zone finance ministers responded jointly by saying in a statement they had taken "far-reaching measures" in response to the sovereign debt crisis and were accelerating reforms towards stronger economic union.

Greek negotiators who have repeatedly voiced confidence in a deal in which private creditors would accept writedowns of 50 percent of the face value of their bond holdings said they were now less hopeful, warning of "catastrophic consequences" for Greece and Europe if they failed.

"Yesterday we were cautious and confident. Today we are less optimistic," a source close to the Greek task force in charge of the negotiations said.

The Institute for International Finance, negotiating on behalf of banks, said: "Under the circumstances, discussions with Greece and the official sector are paused for reflection on the benefits of a voluntary approach.

The two sides are divided principally over the interest rate Greece will end up paying, which determines how much of a hit banks take. While both appear to be engaged in brinkmanship, there are also doubts about the take-up rate of any voluntary deal, since some hedge funds have bought up Greek debt and want to be paid out in full or trigger default insurance.

The double blow of the S&P news and the stalling of the Greek debt talks came after a brighter start to the year with Spain and Italy beginning their marathon debt rollover at lower borrowing costs this week.

The European Central Bank's move last month to flood banks with cheap three-year liquidity helped ease a worsening credit crunch and provided funds which governments hope some will use to buy sovereign bonds.

RESCUE FUND WEAKENED

S&P said the euro zone faced stresses including tightening credit conditions, rising risk premiums for a growing number of sovereigns, simultaneous deleveraging by governments and households and weakening economic growth prospects.

It also cited political obstacles to a solution to the crisis due to "an open and prolonged dispute among European policymakers over the proper approach to address challenges."

Austerity and budget discipline alone were not sufficient to fight the debt crisis and risked becoming self-defeating, the ratings agency said.

German Finance Minister Wolfgang Schaeuble played down the news, saying: "In the past months, we've come to agree that the ratings agencies' judgments should not be overvalued."

France and Austria were at risk because of their banks' exposure to the debt of peripheral euro zone countries and Hungary respectively, as well as the weakening economic outlook for Europe. Italy and Spain face historically high borrowing costs.

The cut in France's rating is a serious setback for the centre-right Sarkozy's chances of re-election in May and could weaken the euro zone's rescue fund, reducing its ability to help countries in difficulty.

France is the second largest guarantor of the European Financial Stability Facility, which has a AAA rating. Preserving that status would require members to increase their guarantees, which could prove politically unpopular.

In their statement, the euro zone finance ministers said they would do all they could to ensure the rescue fund keeps its top rating.

After vowing for months to do everything to preserve Paris' top-notch standing, Sarkozy appeared to prepare voters last month for the loss of the prized status before the election.

His political opponents pounced on the S&P decision as a verdict on the failure of his policies.

"This is in reality a double downgrade. It is a downgrade of our sovereign rating that will affect the country's reputation, with heavy consequences, and it is also a downgrade compared to our main neighbor, Germany, with which we had equal status up to now," centrist candidate Francois Bayrou said.

Socialist party leader Martine Aubry said: "Mr Sarkozy will be remembered as the president who downgraded France."

It is not clear how far the downgrade will increase France's borrowing costs, since markets have already anticipated the prospect by raising the French risk premium over German Bunds.

"One notch is priced in but not more. The Franco-German spread can widen. It is about 130 basis points for the 10-year bond. The maximum level reached was 180 to 190 basis points and it can go back to this level," said Alessandro Giansanti, senior rates strategist at ING in Amsterdam.

Nilai Duit Anda

Pernahkah anda tahu berapa sebenarnya nilai yang tinggal untuk simpanan anda. Contohnya Abu mempunyai wang sebanyak RM100 000. Dia telah menyimpannya selama 10 tahun. Katakan nilai inflasi 3.5% setahun. Tanpa mengambil kira faedah yang diperolehi, cuba kita lihat berapa jumlah yang tinggal. Perlu diingat, wang simpanan Abu sentiasa RM100 000 selama 10 tahun.

Umum mengetahui kadar inflasi 3.5% adalah yang diberitakan walhal kadarnya lebih tinggi daripada itu, saya berani katakan lebih kurang 13.5%. Tidak mengapa, kita gunapakai apa yang diterbitkan. Yang simpan banyak pun makin menyusut apatah lagi orang kebanyakan seperti kita.

Inilah yang terjadi dalam dunia sekarang. Wang disimpan tak pernah cukup, asyik nak kena keluar je untuk berbelanja.

Gold prices will rally again in 2012 to reach $2,000 to $2,500 per ounce because demand is still strong and the precious metal is still seen as a safe haven, according to Sabine Schels, a commodities strategist at Bank of America Merrill Lynch.

Despite the correction in gold prices in recent months [XAU= 1584.29 -8.00 (-0.5%) ], Schels said sustained investor demand would result in gold prices averaging $1,850 in 2012, up from $1,573 in 2011.

“We see no let up in investor interest.Exchange traded funds’ levels continue to hold up,” she said.

Schels said the negative outlook forsovereign debt , coupled with easy monetary conditions in the euro zone, the US and Japan, meant gold would retain its "safe haven" status, while still offering comparatively strong returns.

Gold will also benefit from a continued need for central banks in emerging markets to diversify their holdings, she said.

Schel’s view differs from some other market participants, who say the sell-off in the precious metal will continue.

Earlier last week, commodities trader and economist Dennis Gartman told CNBC he expected the precious metal to fall to $1,500 per ounce or lower, and has sold off his personal gold holdings. Meanwhile, trader Steve Cortes predicted aneven steeper fall-off to $1,000.

Crude Oil

Schels was also upbeat about crude oil [CLCV1 101.37 0.03 (+0.03%) ], predicting that the benchmark West Texas Intermediate (WTI) will average $101 per barrel in 2012, up from $95.12 this year.

Despite concerns about demand growth due to the anemic global economic picture, Schels said a combination of low oil inventories and further monetary policy loosening will probably support oil prices in the second half of 2012.

“We see very limited OPEC spare capacity. That will allow Saudi Arabia and the other big producers to take some barrels off the markets, as in 2008 and 2009,” she said.

“The break-even price is at around $80 per barrel. That will act as a capital incentive to manage production levels,” she added.

To diversify, Schels recommended soybeans, which she said have “uncorrelated upside”. She said the asset class will benefit from a continued, and steep, drawdown in inventories, which will reverse the fall-off in price seen since September this year.

Hilangnya Dinar dan Dirham dari Arab Saud

Ramai yang suka bertanya: mengapa Pemerintah Arab Saudi memakai wang riyal kertas, dan bukan Dinar dan Dirham? Ini sebahagian dari jawapannya.

Untuk menjawab pertanyaan mengapa Saudi Arabia memakai wang kertas riyal, dan bukan Dinar emas dan Dirham perak, kita perlu mengetahui kedudukan kerajaan ini. Pada mulanya wilayah Hijaz adalah sebahagian dari Daulah Utsmaniah yang, tentu sahaja, menggunakan Dinar emas dan Dirham perak sebagai mata wangnya. Pada pertengahan abad ke-18, sebuah amirat lokal, dipimpin oleh amirnya, Muhammad ibn Sa'ud (meninggal 1765), menguasai suatu desa yang kering dan miskin, Dariyah. kegiatannya yang selalu membuat onak, dan mengganggu jamaah haji, kelompok Al Sa'ud terus-menerus dalam konflik dengan pemerintahan Utsmaniah. Mereka mendapat bantuan dari Kerajaan British.

Pada tahun 1924, Parlimen Turki melalui Kamal Artarturk telah mengistiharkan bahawa Khilafiah Othmaniah sudah berakhir dan mengistiharkan penubuhan Republik Turki. Undang - undang shariah pada masa yang sama digantikan dengan undang - undang sekular.Empat hari selepas pengistiharan tersebut, Sharif Hussain yang menjadi penjaga haramain wilayah Othmaniah selama ini mengistiharkan dirinya sebagai Khalifah.
Salah satu mata rantai awal pemberontakan ini sendiri, adalah Amir di Najd waktu itu, Abdullah Ibn Sa'ud, berhasil ditangkap dan akhirnya dipancung di depan istana Topkapi, di Istanbul, setelah diadili dan dinyatakan sebagai seorang zindiq, pada 1818.

Pada 13 Oktober dan 5 Disember tahun 1924, Abdul Aziz bin Saud telah menawan Kota Mekah dan Madinah. Jeddah di awal tahun 1925. Pada tahun 1925 juga, di bulan Desember, Ibn Sa`ud menyatakan diri sebagai Raja Hijaz, dan pada awal Januari 1926 ia menjadi Raja Hijaz dan Sultan Najd dan daerah-daerah bawahannya. Untuk pertama kali , empat wilayah penting di Jazirah Arabia, yaitu Najd, Hijaz, `Asir, dan Hasa, kembali berada di tangan kekuasaan suku Saud. Pada tahun 1932, Ibn Saud telah berhasil menyatukan apa yang sekarang dikenal sebagai Kerajaan Saudi Arabia.

Sebuah bank asing ditubuhkan di Jiddah pada tahun1926, tetapi kepentingannya sangat kecil. Bank-bank asing dan tempatan telah terbentuk apabilai pendapatan minyak mula meningkat. Perniagaan mereka mengandungi kebanyakannya membuat memberi pinjaman jangka pendek, membiayai import, dagangan perdagangan, dan syarikat-syarikat yang memenuhi keperluan jemaah-jemaah haji.

Meninggalkan Muamalat
Sejak awal, Pemerintahan Saudi Arabia, merupakan sekutu Barat (bermula dengan British, kemudian Amerika Syarikat), dan menjadi semakin erat dengan penemuan minyak pada tahun 1950-an. Beroperasinya perusahaan minyak raksasa (Aramco = Arabian-American Oil Company) dengan markas besarnya di Dahran, di tempat yang sama dengan Pangkalan Tentera AS (i 1946), di Hijaz, merupakan simbol dan sekaligus sumber kekuasaan Rejim Sa'ud sampai ketika ini. Semakin hari kita semakin kita ketahui Rejim Saud makin meninggalkan muamalat dan mendakap kapitalisme barat.

Raja Abdul Aziz bin Sa'ud, pengasas Saudi Arabia, berkuasa penuh mulai tahun 1926 sampai 1953. Pada mulanya, setelah memasuki Mekkah (8 Jumadil Ula 1343 H), beliau menolak wang kertas di wilayahnya, setelah memusnahkan wang kertas lira Turki sekular yang beredar di Haramain. Pada masa pemerintahannya, jamaah haji dari penjuru dunia menggunakan belbagai jenis koin emas dan perak dari negara masing-masing. Namun koin dinar Hashimi dan riyal perak Austria - Maria Theresa, juga riyal perak Hijaz yang paling popular di sana.

Maka, pada tahun 1950-an, adat kisah Raja Abdul Aziz yang selalu membawa harta kerajaan yang berupa koin emas-perak kemanapun dia pergi bagaikan orang kolot dan primitif. Namun setelah dia wafat, penggantinya, Raja Sa'ud bin Abdul Aziz (1953-1964), bersikap lain. Sejak ia berkuasa, dengan bantuan teknikal Amerika Syarikat pada tahun 1952 Arab Saudi Monetary Agency (SAMA) ditubuhkan dan menerbitkan wang kertas riyal pada tahun 1961 melalui Dekrit Kerajaan 1.7. 1379 H, dalam pecahan 1 - 100 riyal.

Raja tergiur menerbitkan wang kertas kerana lebih menguntungkan daripada mencetak koin-koin riyal perak. Idea wang kertas diambil dari usaha SAMA atas penerbitan wang kertas resit yang berjalan dalam percubaan (trial) pada musim haji sepanjang tahun 1953-1957. Dengan menerbitkan Haj Pilgrim Receipt dalam satuan riyal perak, SAMA mulai menarik semua jenis koin emas dan perak yang beredar di Haramain. Para jamaah haji dari luar negera pun diwajibkan menukarkan koin emas perak yang mereka bawa.

Setelah populer, kupon haji itu pun kemudian dinyatakan tidak berlaku lagi sejak Oktober 1963 dan akhirya tanggal 20 Mac 1964, diganti dengan wang kertas riyal.

10 Riyal 1968 – Tiada lagi sandaran Perak.

Masalahnya sejak saat itu, ONH atau BPIH (Biaya Perjalanan Ibadah Haji) wajib dibayar dalam wang kertas dolar AS, bukan dengan wang kertas riyal! Sebab Kerajaan Saudi Arabia telah menyepakati pula berlakunya perjanjian Bretton Wood (1944), yang menyatakan bahwa dolar AS adalah satu-satunya mata wang yang laku untuk transaksi internasional. Segala transaksi dengan koin dinar Hashimi dan riyal perak (1 riyal = 4 dirham), termasuk koin real Maria Theresa di batalkan oleh negara. Maka umat Islam sedunia berduka atas hilangnya mata uang syariah dinar dan dirham.

Genaplah sudah makna hadis dengan maksud berikut: "Tak seorang pun manusia yang tidak memakan riba" yang diriwayatkan oleh Abu Daud, semoga Allah merahmatinya. Dinar dan Dirham dihapuskan sampai dua kali, pertama 1914 oleh Sultan-sultan boneka sisa Daulah Utsmaniah(Turki), dan keduanya pada tahun 1964 oleh KSA tersebut di atas. Tapi para ulama belum dapat mengambil kesimpulan dari terbitnya wang kertas riyal ini, tentang status halal-haramnya wang kertas. Sampai, akhirnya, diterbitkan fatwa tentang wang kertas, pada tahun 1984, yang menyatakan bahwa wang kertas adalah halal.

Lahirlah Fatwa : "Berkenaan hukum wang kertas fiat : Ia adalah matawang pada hukumnya disebabkan padanya terdapat sifat nilai harga yang lengkap, dan oleh itu semua hukum hakam yang ada pada emas dan perak adalah jatuh kepada wang kertas fiat seperti hukum berkaitan riba, kewajiban zakat, jual beli secara salam, dan seluruh hukum emas dan perak. (qararat wa tawsiat, Majma Al-Fiqh Al-Islami, hlm 40)
Begitulah, sejarah Islam yang dapat kita ketahui, fatwa Saudi Arabia yang menghalalkan wang kertas, satu-satunya fatwa resmi dari suatu pemerintahan ("Islam") di dunia ini. Tetapi, kisah ringkas sejarah ekonomi politik Saudi Arabia sebagaimana diuraikan di atas, kiranya cukup menjelaskan mengapa Saudi Arabia menggunakan riyal kertas, dan bukan Dinar emas dan Dirham perak.

US Dollar Strength, Weakness and the Price of Gold: A Primer
When the US Dollar gets stronger, it takes fewer dollars to buy any commodity that is priced in $USD. When the US Dollar gets weaker it takes more dollars to purchase the same commodity.

The price of all US Dollar denominated commodities, like gold, will change to reflect the fact that it will take fewer or more dollars to buy that commodity. So it’s quite possible, in fact it’s almost always the case that a portion of the change in the price of gold is really just a reflection of a change in the value of the US Dollar. Sometimes that portion is insignificant. But often the opposite is true where the entire change in the gold price is simply a mathematical recalculation of an ever-changing US Dollar value.

When the dollar gets strong, gold appears to go down, and vice versa. That accounts for part of the fluctuations that we see in the value of gold.

The other part is an actual increase in the supply or demand for gold. If the price is higher when being measured not only in US Dollars, but also in Euros, Pounds Sterling, Japanese Yen, and every other major currency, then we know the gold demand is higher and it has actually increased in value.

Consequently, if gold is higher in US Dollars while at the same time cheaper in every other currency, then we can conclude that the US Dollar has weakened, and that gold has actually lost value in all other currencies. But the price, because it is being quoted in $USD will be higher and give the illusion of gold becoming more valuable. In such a case the devaluation of gold, due to increased supply on the market, is camouflaged by a weakened US Dollar.

Our feature on kitco.com breaks the change of the price of gold into 2 components. One part shows you how much of that change can be attributed to US Dollar strength, or lack of it. The other portion is indicative of how much the price changed as a result of normal trading. Interestingly whatever changes happen to the price of gold as a result of US Dollar strength/weakness also occurs to every other US Dollar denominated commodity by the exact same proportion.

This would definitely mean that gold has increased in value. It also means that the USD has weakened and so the degree of the gold value increase will be exaggerated when examined strictly in terms of the US Dollar. This is the exact scenario that we’ve witnessed over the span of the early years of the 21st century.

The Kitco Gold Index is down and the USD price of gold is down even more:
This would definitely mean that gold value has declined in value. But not by as much as it may appear in USD terms.

The Kitco Gold Index is up and the USD price of gold is down:
This would indicate that the USD has strengthened relative to the other major currencies, but that gold has gained in value.

The Kitco Gold Index is down and the USD price of gold is up:
This would indicate that the USD has weakened relative to the other major currencies, and that gold is really not up as it may appear.

Ok, untuk “trade in” emas 10gram pamp suisse tersebut, Public Gold akan rujuk pada harga“PG Buy” iaitu RM1780.00 dan untuk tukarkan emas tersebut ke emas 10gram Public Gold, Sila rujuk harga PG Sell iaitu RM1935.00 seperti gambar dibawah.

The Gold Report: Rob, you've been quite vocal about your belief that gold will reach $5,000/oz. (ounce) and silver $200/oz. for silver. Why and when will that happen?

Rob McEwen: Your readers need to appreciate: Gold is money. It is currency. I think the number of people familiar with gold will grow as people see gold as a currency. China, India, Russia are buying gold to diversify their foreign reserves. To restore the confidence in currencies, I think some central banks, such as the Chinese and possibly the Russian, will increase their gold holdings to the level that the percentage of their total currency will be greater than that of any other currency in the world. At that point, they will assert that their currency should become the reserve currency of the world.

If you look at the last gold run, gold went from $200/oz. in mid-1979 to $800/oz. in early 1980. During the 10-year period of 1970-1980, we saw a 20-fold increase in the price, from $40/oz. to over $800/oz. We also had a 20-year low in 2001 of $250/oz. If you apply that 20-times multiple, you're up to $5,000/oz.

For silver, if you use the historic ratio of an exchange ratio with gold of 16:1, you get to $312, so $200 is conservative. I think we'll see these numbers within four years' time.

TGR: You are talking about a 15-year bull market for gold and silver, starting in 2001 and ending in 2015 or 2016?

RM: Yes. I don't think prices will necessarily fall dramatically, but gold and silver will reach the zenith of purchasing power relative to other asset classes. When gold peaked in 1980, Volcker was channeling up interest rates. If you had rolled out of bullion into fixed income then, you would have made a tidy gain.

TGR: Are you predicting prices of $5,000/oz. and $200/oz. as spikes, or plateaus that they will reach, stay at and trade around?

RM: I think you'll have a spike at or above $5,000. Credit will become more expensive, and at some point credit will be denied. There'll be a need for liquidity, and the metals address that need.

TGR: When prices reach those levels, any project that smells of gold or silver will become a prospect that people will try to put into production. Will we end up with a glut of gold and silver on the market?

RM: No, but the higher prices will spur more exploration. At the same time, it is getting harder to bring a mine into production. It takes longer and costs more. The regulators have put more rules in place. It is not so much that the rules are wrong, but it's the extended time frames. The risk of putting a property into production has gone up dramatically.

You're starting to see real limits on the amount of growth that can occur. In the 1990s and 2000s, very few people were going through mining schools because there weren't many career opportunities. The people who built the physical plants have scaled back. We are seeing the impact of that lack of investment in education, in the productive capacity of the suppliers and huge jumps in the capital expenditures for various projects. Labor wants a larger piece and you see a lot more labor strikes. Finally, governments are looking at the mining industry as a very easy target to extract more money from because the industry doesn't have a lot of friends.

TGR: There is also a problem finding mining engineers who have track records of putting projects with proven ounces into production. There is a lack of intellectual capital.

RM: You can see that manifesting itself all over the place. Coal mines in Australia are hiring miners from Tennessee. They commute between Tennessee and Australia on a three-week cycle. One headhunter told me he had an assignment to hire 400 people-mining engineers, geologists and related workers-for an iron ore mine. His instructions were to make offers 50% higher than their current salaries.

On top of that, the mines have been mining lower and lower grade, supported by the higher prices. Few high-grade deposits are being found. You have to put more capital in the ground and mine a lower quality or concentration of mineral to stand still.

TGR: Wouldn't that increase the value of mid caps that have experienced personnel on the production, mine building and engineering side? They know how to put projects with tricky deposits and lower grades into production.

RM: You're right. There really is a premium on production and on reserves. As the price of gold moves up, those mid caps will become more desirable to the seniors and attractive to investors. Companies doing exploration have proliferated. That creates confusion in the marketplace. Companies will have to go to greater lengths to differentiate themselves to attract capital. Perhaps that is one of the reasons why the exchange-traded fund (ETF) is so popular.

TGR: Could that explain why the juniors have lagged? Companies have projects that sound like they have great potential, yet the prices of most juniors are going nowhere.

RM: A couple of years ago, gold stocks had greater leverage than bullion; it was said that when bullion moves 1%, gold stocks will move 3%. People bought into that and they haven't seen the performance. Perhaps they were looking initially at the seniors for leadership, but the seniors have been standing still while the price of gold has been running. You can look at someone like Kinross Gold, which has been trading at a five-year low, or Barrick Gold, and a number of others. They just haven't delivered the performance. I think investors are asking, "If they are not delivering the performance, why will the intermediates or juniors deliver?"

With gold, whether you buy physical or an ETF, you don't have any political risk. You don't have taxation issues or labor strikes. You don't have senior management making an investment that you don't agree with. All of those variables conspire to take the enthusiasm out of the buying of the juniors. ETFs are an easy way to get into gold quickly at a lower perceived risk. I prefer to be in the juniors because they have the potential to explode to the upside if they are lucky with a discovery or they are in a right position next to a mine that is growing and the ore body continues onto their property.

TGR: As the chairman, CEO and largest shareholder of Minera Andes and US Gold, tell us what's going on with the possible merger?

RM: In mid-June, I put a proposal to the board of Minera Andes and US Gold to combine the two companies with an exchange ratio of 0.4 shares of the new company for every share of Minera and one share of the new company for each share of US Gold. The combined company would be a low-cost, mid-tier silver producer with a strong balance sheet, an income stream, a producing silver gold mine, a development pipeline of two silver and gold mines in Mexico and Nevada, and production out of Argentina. In June, if you combined the treasuries, there would be more than $120 million in cash, no debt, and trade liquidity on the NYSE. It would be a low-cost producer based on the production projections from our El Gallo and Gold Bar properties, anticipated to go into production in 2014. We would be producing silver using gold as a byproduct for a negative cost. With the gold credit, our cost of production would be less than $1/oz.

The board has formed independent committees and hired financial and legal advisers to determine the appropriate ratio. The merger has to clear the SEC, which takes 30-45 days. Thirty-five days after the SEC approval, the shareholders will vote. In the case of US Gold, I won't have a vote, so what the SEC calls the minority shareholders, who are actually the majority, will vote on the merger. Minera shareholders will take two votes on an "evaluation and fairness opinion," one with me voting and one without me voting.

So far, the market has suggested this is a good combination. Both share prices went up on the day the proposal was announced and have been performing better than the silver price, the gold price or the junior index.

When I announced this deal, on a combined basis, my cost base in US Gold was $50M and $60M in Minera. Combined, based on the market, my investment is worth about $350M. If you were to compare that to the CEO holdings of almost every other gold or silver mining company, it's right up at the top, about 27 times higher than the average CEO.

TGR: Congratulations. You'll have cash flow from the Argentinian project, the blue sky of the Mexican silver, and the gold in Nevada with the silver credits. I can see why the shareholders were enthusiastic. Do you have a name for the company?

RM: The name McEwen Mining has been proposed. Given that we will be in copper, silver and gold, that name isn't aligned with any one metal; it's more reflective of what we're doing.

TGR: You are also chairman of Lexam VG Gold . It sounds like on this deal you're following in the footsteps of your Lexam merger up in the Timmins Mining Camp. Did you use that as a template?

RM: I started off with five companies and did three corporate restructurings over a period of eight years to create Goldcorp and then bought Wheaton River Minerals to kick it up to another level.

One of my goals in US Gold was to qualify for inclusion in the S&P 500 in 2015. I think gold is under-represented on the S&P. Newmont Mining is the only gold stock listed there.

There is more than $1 trillion invested by index funds in the S&P 500. It's a market that can add stability to your base and lower your cost to capital. That is an engine for growth, a low-cost capital. We've met five criteria for inclusion and have two remaining. We need a market cap in excess of $5 billion and four consecutive quarters of earnings. This combination moves us much closer to that objective.

TGR: Can you expand on the Timmins Mining Camp?

RM: Lexam is exploring in the Timmins area in northern Ontario, historically the largest gold-producing area in Canada. Lexam has acquired a number of properties in the shadow of the headframe, the shaft, of some of the largest mines in the area. We have four drills going and released news about some interesting grades we found, extensions of vein structures that had been mined 40 or 50 years ago.

There are about 1.5 million ounces largely in an inferred resource. We are looking to get the remnants and to go deeper than previous mines. There are a couple of sweet spots that we want to explore. The company has no debt and it has about $12M in its treasury, which will allow it to explore for the next two years.

TGR: Are there any other topics you've been thinking about that might interests our readers?

RM: Right now we are looking at debt: the U.S. debt ceiling debate and the debt of sovereign states in Europe. I think any correction should be used as a time to accumulate.

The quiet summer is a good time to stake out the juniors and intermediates and take positions. We've seen periods like this where physical gold and the gold shares separate in terms of performance. In September 1979, which was just before the top in the gold price, gold went from $200 to $400/oz. in the space of a little over four months, but the gold stocks didn't follow. It was as if the market didn't believe the price of gold would hold up there. It wasn't until September 1980 that gold stocks reached their highs. I believe that the market had to see the impact of the higher gold price on the cash flow and earnings before they would buy the stocks.

I think we're in that period right now. I would argue that we are starting to see the seniors move-Barrick has been moving today with the gold price. These are incredible cash-flow generators right now. They are going to have to do something with their earnings, dividend them out or up their yields.

They also are going to look for growth. Barrick surprised everyone by buying a copper project, with cash. That was a curveball. I think they went into copper believing it was a better cash flow and cheaper than buying a gold property. Barrick is diversifying because they see opportunities. The seniors are doing deals to build the size of their companies, and that's positive for the intermediates and the juniors. The seniors have been reaching right over the intermediates into the junior-producer/junior-explorer side. The longer this gap exists, the more attractive the juniors and intermediates will become.

TGR: Here at The Gold Report we've seen our readership increase along with the exponential increase in investor interest in gold and silver. Most U.S. investors don't own mining stocks in their portfolios; do you think they will dip their toe into, if not bullion, then an ETF?

RM: Yes. The ETF has given more people exposure to gold. I liken the ETF to a mutual fund. It was often said that buying a mutual fund was the place to start investing in the stock market. Once investors become comfortable with the concept of being in the market, they start thinking about buying individual stocks because they think they understand how the market works.

I think the same principle applies to the ETF. Once investors are in there, they are going to start looking around and saying, "Well, this gold price is going to do very positive things to these mining stocks at some point. Maybe I'll rotate some of my money out of the ETF or I'll put in some additional money and it will go into individual stocks where I think I can see much larger gains down the road."

TGR: Rob, thank you for your time and insights.

Five years ago he also became the company's largest shareholder. Rob joined the Minera Andes board of directors in August 2008 and took over as president and CEO a year ago. He took Goldcorp from an investment company with $50 million market capitalization to one of the largest gold-mining companies in the world with an $8 billion market capitalization by the time he retired from the company. Rob has been recognized with awards such as Canadian Business' Most Innovative CEO, Northern Miner's Mining Man of the Year, Ernst & Young's Ontario Entrepreneur of the Year (2002) and Prospectors and Developers Association of Canada (PDAC) Developer of the Year. A 1969 graduate of St. Andrews College-where the McEwen Leadership Program was modeled on Rob's vision-Rob went on to obtain a bachelor's degree from the University of Western Ontario. He earned his MBA from York University's Schulich School of Business, where he serves on the Dean's Advisory Board, holds the Alumni Recognition Award for Outstanding Executive Leadership (2007) and provides generous financial support. He also holds an honorary Doctor of Laws Degree from York University. With community-oriented efforts focused on encouraging excellence and innovation in healthcare and education, Rob's generosity helped establish the McEwen Centre for Regenerative Medicine at the Toronto General Hospital and support the Red Lake (Ontario) Margaret Cochenour Memorial Hospital.

11 Silver Investor Mentality Shifts

Silver buyers will no longer be “nerdy” guys talking about Austrian Economics or “momentum monkeys” trying to
make a quick buck trading metals. It will be wide eyed panic buying as people wake up to the fact they everything
they have ever worked for is being destroyed by the massive money creation from the world’s central banks.
Once people see that the only answer the bankers have is to print more money and that the only answer the
politicians have is to spend more money, they will see that there is no safe place on earth to store their wealth

I predicted that silver, at one point, would not be available at any dollar price. You can throw away all
of your $50, $100, $500 price targets, because society would finally see the enormity of the fraud in the silver
market. Once this fraud exposed, no person on earth would dare let go of their silver for fiat paper money.
Sure a couple of ounces might be available at the local shop, but the vast majority of the silver markets will
be as barren as the shelves of a post collapse Soviet Union grocery store. This global mentality shift in asset
values will lead to a paradigm shift where the world no longer wants debt money.
Only real money will do in the new paradigm.

NEW YORK | Wed Jun 8, 2011 1:19pm EDT(Reuters) - Gold fell on Wednesday as the dollar index gained a day after Federal Reserve Chairman Ben Bernanke offered no hints of further U.S. monetary easing but acknowledging the economy has slowed.Bullion investors were disappointed with the uncertainty over whether the Fed would embark on a new round of government bond buying, a form of money creation known as quantitative easing. Gold is up 5 percent in the past three weeks on bleak U.S. economic data, including a weak jobs report."It is very doubtful now that the United States will be raising interest rates over the next 12 months, which means the negative interest rate environment in the U.S. is going to stay," said VM Group analyst Carl Firman. "That will leave investors looking for higher returns elsewhere, and gold is one beneficiary of that."Spot gold was down 0.3 percent at $1,537.85 an ounce at 12:04 p.m. EDT. U.S. gold futures for August delivery fell $4.40 an ounce to $1,539.60.Bullion hit a record $1,575.79 an ounce on May 2.Silver was down 1.2 percent at $36.68 an ounce, taking its direction from gold.VTB Capital analyst Andrey Kryuchenkov said while Bernanke's comments did not indicate a third round of quantitative easing, there are "still no rate hikes and inflation (is) tamed in the medium term, so gold could remain supported for now."Despite Wednesday's recovery in the dollar, in the longer term, gold is set to be supported by dollar weakness with the Fed showing no signs of reversing its easy interest rate policy.The dollar was up around half a percent against a basket of six other major currencies .DXY, but it hit a one-month low against the yen over U.S. economic worries. Gold did not budge after Fitch said it would downgrade the U.S. issuer rating and lower all U.S. Treasury securities to the junk level of "B-plus" if the government misses some coupon payments on August 15.The Treasury Department says it can stave off default until August 2. Republican leaders, who have said they agree the limit must be raised, say they will not approve a further increase in borrowing authority without steps to keep debt under control.ECB MEETING AWAITEDThe dollar is still down nearly 10 percent against the euro so far this year, and is likely to post further losses. The ECB is widely expected to lay the ground for a July rate hike at its Thursday policy meeting this week.Bullion ignored solid gains in grains and oil, which rose sharply after OPEC failed to reach a deal to increase output, raising fears of supply shortages later this year and a price rally that could damage global economic recovery.
